Yes, so I've been watching some videos from the beta on youtube lol. Something interesting I noticed though, don't know if it's a bug or not; when you switch to a weapon set even if a skill should be on cooldown it is not. So anything above a 20 second cooldown on weapon skills can actually have at maximum a 20 second cooldown with proper swapping. Every class can take advantage of this except for thief (because they use an initiative system). A good example I saw was a video of a mesmer in PvP. Used chaos storm (40 second recharge) swapped to his other set of scepter/sword for blocks then after the weapon swap recharge ended, swapped and put another chaos storm on the objective point.

Yes I noticed the cool down thing as well.

Ready for beta weekend 2? Yes. Is anet ready? ... Give em a week, and I think they may have most everything but the graphics drivers, content review (remember King Jalia's Refube?), and server capacity ready to go.

As to the cooldown..... are you sure?
I found the exact opposite with swapping my attunements around. Things were still on cooldown when I got back to that element. (might just be a weapon sets thing).

I'll have to look back at the videos to double check as I didn't actually try in game.

I remeber casting all my wards, then switch to other item, cast ward, then switch back and all are reset.
